For radicals in Europe and North America, the anti-imperialist—and Chinese—revolutions continued the great task of 1789, 1848, and 1870, the “bourgeois revolution” in Marx’s terms, and the creation of nations that would release the energies and unity of purpose to create new worlds of prosperity and freedom. The nationalist focus led to an emphasis on autarkic development—the nation, it was said, already possessed within its own boundaries all the requirements and resources to match the accomplishments of global civilization.

The overthrow of empire in the 1950s and 1960s—of which the coming to power of the Chinese Communist party in 1949 was a important part—seemed to augur a new era in world history, one in which the majority of the world’s population secured liberation. There was perhaps a sense in which this was true, but the reality for the majority was far removed from this giddy hope. And in the case of the ordinary Chinese, the newly “liberated” regime proved far more brutal and exacting than those that it had replaced (which also attained high standards of brutality and injustice). In China the great famine of 1958–62 was only the most spectacularly cruel and gratuitous product of that new order.

For the former inhabitants of the old empires, national liberation turned out to be not liberation of all, but the creation of a new national ruling class, as often as not exploiting its position at home to make fortunes then smuggled abroad.

Excellent

In this supremely important study of Maoism, Nigel Harris traces the historical shifts throughout the course of 20th century Chinese politics with phenomenal rigor and expertise. Harris has produced a narrative which is very much incongruous with our common understandings of the politics of Maoism. With the lens of a Leninist-Trotskyist system of politics, Harris reveals that China under Mao was far from a socialist society, but rather a state-capitalist police state which degraded the rights of worker's and the common majority. Mao's party was, and remained throughout its entire duration, a party of communism in words alone. In reality, it was a bureaucratic party committed to private elite interests at the expense of human rights and justice, much as the U.S.S.R. was under Stalin. A truly excellent Marxist understanding of the historical record, and highly readable.

A really severe failure by any standards

As a student at the University of Melbourne observing radical climate change in Victoria, I was deeply attracted to political groups like Socialist Worker and Resistance because I knew radical social change necessary to solve the runaway climate change experienced in Australia since 1997 and it was only these groups offering it. These groups seemed to offer a perspective of history completely different from what I learned in school and I lapped it up for many years, even to the extent of writing about "class struggle" in my lecture notes when the topic was not mentioned!

One thesis that attratced me was that the "socialist" nations were not socialist at all, but capitalist like the West. This was argued by Tony Cliff to be true of all "Communist" nations after Lenin died. They use arguments based upon Marx's series of class to see the Communist Party bureaucracies as ruling classes like big business owners in the West.

"The Mandate Of Heaven", however, makes no effort to study why China was or was not socialist. Instead, we see a very vague study of Chinese history over many centuries in an effort to see Mao as the successor to the many dynasties into which pre-1911 Chinese history was divided. Whilst there is some focus on those aspects of Chinese society that led many in the 1960s to see Mao's police state as a model for socialism (communes, the "Great Proletarian Cultural Revolution") none of "The Mandate Of Heaven" is likely to convince a sceptic of the reality that China has never been socialist. Rather, it will confuse people as to the true nature of Mao's police state. Sceptics of socialism, as I was before entering university (and to some extent now after reading a broader range of viewpoints) will never be convinced that there is anything valuable in socialism.

I really cannot recommend this confused book, even for those who really must have firm faith in the radical left despite their many personal and to a lesser extent ideological problems.
