Why do hawkish leaders change course to pursue dovish policies? In Why Hawks Become Doves, Guy Ziv argues that conventional international relations theory is inadequate for explaining these momentous foreign policy shifts, because it underestimates the importance of leaders and their personalities. Applying insights from cognitive psychology, Ziv argues that decision-makers’ cognitive structure—specifically, their levels of cognitive openness and complexity—is a critical causal variable in determining their propensity to revise their beliefs and pursue new policies. To illustrate his point, he examines Israeli statesman Shimon Peres. Beginning his political career as a tough-minded security hawk, Peres emerged as one of the Middle East’s foremost champions of Israeli-Palestinian peacemaking. Drawing on a vast range of sources, including interviews with Peres and dozens of other political elites, archival research, biographies, and memoirs, Ziv finds that Peres’s highly open and complex cognitive structure facilitated a quicker and more profound dovish shift on the Israeli-Palestinian conflict than his less cognitively open and complex rivals.

This book is a welcome addition to my home library's growing Middle East section.

Guy Ziv offers a powerful explanation for a phenomenon that has been widespread in Israel for many years: hardline political figures who have moderated their views on the Israeli-Palestinian conflict. Ziv argues that a leader's "cognitive structure" -- specifically, his/her levels of cognitive openness and complexity -- holds strong predictive power in whether a leader will change his or her views in light of changing circumstances. Although this is a scholarly book that is heavily footnoted, the prose is clean and almost basically free of jargon. It is highly accessible, therefore, to the lay person who wants to learn more about domestic Israeli politics, Israel's struggle for peace with its neighbors, and its relations with the Western world.

Ziv's main case study is Shimon Peres, a larger-than-life personality whom the author understands well. (The author interviewed Peres twice for this book.) We learn a lot about Peres' personality, his relationships with other figures, and his thinking on the major issues affecting "the conflict."

Ziv also has an interesting concluding chapter that features vignettes about other leaders including Benjamin Netanyahu, Israel's current premier.

This book is a welcome addition to any home library's growing Middle East section.

This ought to be a must read for students of foreign policy and political psychology. Fascinating insight into how people respond to events that challenge their core beliefs. The author looks at Israeli leaders in particular but his findings could just as well be applicable to other world leaders. This is a book that really reinforces the idea that leaders matter, that big changes in the world can't be adequately explained without examining the people behind them.
